How to Lower Your Utility Bills: An Honest, Ranked Guide for Puget Sound Homes
In most Puget Sound homes, heating is the biggest utility cost, hot water is second, and everything else is a distant third. So the ranked answer is simple: fix how you heat your home first, fix how you heat your water second, tighten the envelope third, and treat gadgets and habits as the last few percent. One local caveat matters: Seattle City Light electricity runs around 13 cents per kilowatt hour, well below the national average, so payback math from national articles often does not apply here.
Where does your utility money actually go?
For a typical older home in our climate, space heating is roughly half of total energy use, water heating is 15 to 20 percent, and appliances, lighting, and electronics share the rest. That split tells you where to spend effort. Cutting a quarter of your heating cost saves more than eliminating your lighting bill entirely.
It also tells you what to ignore. Advice that starts with LED bulbs and unplugging phone chargers is working on the smallest slice of the bill. Those steps are fine, but they are worth a few dollars a month, not the double-digit reductions that heating and hot water changes deliver.
What is the biggest lever? Heating electrification
If your home heats with electric baseboards, wall heaters, or an electric furnace, this is the largest single savings opportunity available to you. Resistance heat turns one unit of electricity into one unit of heat. A modern heat pump moves heat instead of making it and delivers two to three units of heat per unit of electricity in our mild climate. That typically cuts the heating portion of an all-electric bill by 40 to 60 percent, and it adds cooling for summers that now need it. If you heat with gas, the honest picture is different. Gas is still relatively cheap per unit of heat, so switching to a heat pump saves less per year and the payback is slower. The case for switching then rests on adding cooling, current rebates, and getting off a fuel with rising delivery charges, not on dramatic monthly savings. What is the second lever? Water heating
A standard electric tank quietly consumes more electricity than almost anything else in the house. A heat pump water heater uses roughly a third of the electricity for the same hot water. At local rates that is commonly $200 to $400 per year saved for an average family, and current utility and federal incentives often cover a large share of the price difference. If your tank is 8 years old or older, replacing it with a heat pump model on your schedule beats waiting for it to fail and swapping in whatever is available that day.
Cheap supporting moves: set the tank to 120 degrees, fix dripping hot-side faucets, and install efficient showerheads. Each is small on its own, but they cost almost nothing.
Which envelope basics are worth it?
Heat you do not lose is heat you do not pay for. In pre-1980 local homes, the highest-return envelope work is usually air sealing plus attic insulation, in that order. Sealing the gaps around attic hatches, plumbing penetrations, and rim joists costs little and cuts drafts immediately. Bringing a thin attic up to modern depth is the next step, and crawlspace insulation follows. These projects do not have the headline impact of a heating change, but they make every heating system cheaper to run and they never wear out.
What do smart controls and phantom loads really save?
A smart thermostat saves real money in one specific situation: when your current schedule is wrong. If the heat runs all day in an empty house, automatic setbacks can trim roughly 5 to 10 percent off heating costs. If you already manage the thermostat carefully, the savings are small and the value is comfort and control.
Phantom loads, meaning devices drawing power while idle, typically add up to $5 to $15 per month in a modern home. Smart plugs or switched power strips on entertainment centers and game consoles capture most of it. Worth doing, but keep expectations modest.
What saves less than the hype says?
Honesty requires a short list of popular upgrades that rarely pay for themselves at our electric rates:
- Replacement windows. They improve comfort and noise, but the energy payback is measured in decades. Do them for comfort, not savings.
- Rooftop solar. At 13 cents per kilowatt hour, payback in Seattle is far slower than in states with expensive power, and our cloudy winters reduce output when you use the most. It can still make sense for other reasons, but not for fast payback.
- Duct cleaning. Useful in specific situations, but it is not an energy upgrade. Sealing leaky ducts saves energy; cleaning them does not.
- Plug-in "energy saver" gadgets. Devices that claim to condition power and slash bills do not survive measurement. Skip them.
How do rebates change the order?
Incentives can move a project from marginal to obvious. PSE rebates, Seattle City Light programs, Washington HEAR funds, and the federal 25C tax credit currently favor exactly the two biggest levers: heat pumps and heat pump water heaters. Stacked, they can remove thousands from a project price, which shortens payback even at our low rates. Check the current rebates before you decide anything, because programs change and some run out of funding mid-year.

What is the single best upgrade for an all-electric older home?
A heat pump, and it is usually not close. It attacks the largest slice of the bill with the largest efficiency gain, and it adds summer cooling. A heat pump water heater is the natural second step, often at the same time if the electrical panel has room for both.
Why is my bill high even though my house is small?
Small homes with resistance heat, poor insulation, and an old electric tank routinely out-spend large efficient homes. Square footage matters less than how the home heats space and water. A bill that spikes sharply in winter points at heating; a bill that stays high year-round points at water heating or an always-on load.
Is it worth doing envelope work before replacing the heating system?
Ideally yes, because a tighter home can take a smaller, cheaper heat pump. If the budget only allows one project this year, do the one with the failing or oldest equipment first and seal air leaks yourself in a weekend either way.
